Larry and Shelly Bayes were referred to the Monroe County Work First Department by the Family Independence Agency (FIA) in August of 1999. At that time, the Bayes, along with their 3 little girls were living in a one-bedroom apartment. There was no refrigerator, no beds, they were receiving shut off notices and experiencing legal problems. Protective Services was involved because of poor living arrangements. |

Larry’s work history at that time was very poor and Shelly had never worked outside of the home. Larry and Shelly continued to follow through with the Work First program and on August 31,1999, Larry received a job offer at Ranch Steak and Seafood as a dishwasher making $5.15 per hour at 40+ hours per week. Unfortunately, Larry lived more than 30 miles from the restaurant and did not have transportation. Larry was able to arrange transportation with another customer until Monroe staff could find a suitable vehicle to purchase for him. When Larry and Shelly contacted the office to let Work First know that they were being evicted, Work First staff acted promptly with Monroe Housing Commission. |

Staff from the Monroe Service Center relocated the family to Monroe public housing. Through local agencies and donations, Work First assisted the Bayes in getting adequate necessities such as utilities, furniture, and clothing. Once the family was settled in their new home, Work First staff developed a budget for the family and also implemented ways to stretch their Food Stamp dollars. |

A contact was made by Monroe Service Center staff to MSU Extension Service to visit with the family and develop a plan for better eating habits, recipes and grocery shopping.
After the family was settled for a while, Monroe staff approached Shelly to see if she would be interested in finding employment. Although Larry was meeting the requirements for a two-parent grant, Work First knew that the family’s Public Assistance case would not close on Larry’s wage alone. | |

Work First made arrangements with Goodwill Industries to assist in job coaching/training. This was the first time for both agencies to complete a Work Adjustment/Job Readiness contract.
Shelly continued to do a wonderful job for Goodwill and was eventually hired as an employee. She is still employed there.
Larry has experienced continued success as well. After working at the restaurant for more than eight months, he was ready for a more challenging occupation. Larry was also hoping to find a job that offered a better wage and benefits. This took some preparation; Monroe staff worked extensively with Larry on his self esteem, math skills, interviewing techniques, appearance and pre-employment tests. He interviewed with Bar Processing and landed the job as a laborer. He started on July 17, 2000 making $9.00 per hour at 40+ hours per week with benefits. |

Monroe staff continued to encourage and provide support to the Bayes family after their Family Independence Program (FIP) closed because their family income level had risen to a self supporting level. Larry still wanted more for himself, as well as for his family. It was time for school! As an active Non Cash FIA Recipient, Monroe Service Center staff recently enrolled Larry in skills training through Owens Community College. |

Larry began attending classes January 17, 2001 and plans to get his Automotive Service Certificate. To improve the living arrangements for the Bayes family, Work First is currently assisting with an application for the Bayes to be chosen as a recipient for Habitat for Humanity housing.
