SEMCA is the regional Coordinating Agency
(CA) designated by the Michigan Department
of Community Health/Bureau of Substance
Abuse Services (MDCH/ODCP) to administer
federal and state substance abuse treatment
and prevention programs. SEMCA services
clients residing in Wayne County
(excluding the city of Detroit)
and Monroe County.

Mission Statement:
To maintain an active presence in
Southeast Michigan substance abuse
delivery system by utilizing all
our resources, experience and
expertise in evaluating, monitoring,
and funding distribution.

A wide range of services are provided
through contracted agencies for individuals
who are unable to afford services due
to limited or no income.

Treatment services are provided on a sliding fee scale basis. These services are:
  • Screening, Assessment, Referral and Follow-up
  • Outpatient Treatment
  • Intensive Outpatient Treatment
  • Women’s Intensive Outpatient Treatment
  • Intensive Outpatient with Domiciliary Care
  • Detoxification Programs
  • Intervention Services
  • Co-Occurring Programs
  • Intensive Wraparound Services
  • Methadone Maintenance Therapy
  • Residential Treatment
  • Culturally Sensitive Programs
  • Collaboration with Drug Courts
  • Case Management
Substance Abuse services are available to all individuals in the community. Preference for admission into a substance abuse treatment program will be given to:
  • Pregnant Injecting Drug Users
  • Pregnant Substance Abusers
  • Injecting Drug Users
  • Parents whose child has been removed from the home, or at risk of being removed by Child Protective Services because of parents substance abuse.
    
    SEMCA’s substance abuse programs also provide additional counseling for HIV/AIDS, Hepatitis B and C, Tuberculosis and other infectious diseases.
Effective October 1, 1998, SEMCA is now managing the Medicaid Substance Abuse Treatment Services for Medicaid enrolled recipients who reside in Out-Wayne County (excluding the City of Detroit) and Monroe County.

  • Outpatient Individual, Family and Group Therapy
  • Intensive Outpatient Programs (IOP)
  • Intensive Outpatient Programs with Domicillary Care
    (room and board not included)
  • Sub-Acute Detox
  • Methadone Therapy

SEMCA’s network of prevention programs service populations with strategies to empower individuals and systems by addressing in an effective manner the challenges and transitions of life by creating and/or reinforcing conditions that promote healthy behaviors and lifestyles.
