The links below access a catalog of demographic data and statistical information compiled within the SEMCA region substance abuse services database. Researchers and other interested persons accessing this data should keep in mind that the information in these spreadsheets represents Wayne County, Michigan excluding the City of Detroit, and Monroe County, a much smaller, largely rural county to the south. Also, these data only include persons treated with public dollars, and do not include persons receiving substance abuse treatment services with private insurances.
  

The information presented in these data sets starts in FY 2002.  Current year data is posted on a monthly basis as the full prior month’s data becomes available.

In addition, due to privacy reasons mandated by the Federal Register in 42 C.F.R., Part 2, as well as the Health Insurance Portability and Accountability Act (HIPAA), SEMCA cannot publicly post data that reveals client numbers in groupings of three or less within a specific geographic location.  Researchers wishing to gain access to this information must contact the Privacy Officer at SEMCA.

Abbreviated Second Quarter Report Power Point Presentation

In July 2003, the Southeast Michigan Community Alliance (SEMCA) retained the services of Richmond Analytica, a statistical analysis firm, to conduct a year-long analysis of the available data housed in the SEMCA database.  SEMCA transferred a database of over 265,000 case records with more than 200 variables to Richmond Analytica. The final quarterly report was submitted to SEMCA in July of 2004.  The database included records from October 2002 to September 2003.  Later, data from FY 2004 was analyzed as well.  All areas of substance abuse treatment offered within the SEMCA region were evaluated, including:
  • Residential Detox
  • Long Term Residential
  • Short Term Residential
  • Intensive Outpatient
  • Intensive Outpatient w/Domicile
  • Outpatient
  • Methadone
The express purpose of this analysis was to review and analyze (1) client demographic information, (2) analyze treatment services outcomes, and (3) review and analyze the costs associated with treatment services provided.


From this analysis, SEMCA and its provider network have gained a more comprehensive understanding of the clinical, procedural, and fiscal strengths and growth areas of the SEMCA system.  From the system gaps that were identified by the analysis, the SEMCA Quality Improvement Committee has started to implement the appropriate policy and procedural changes necessary to address these gaps.  Some of these identified gaps, such as changes to the “reasons for discharge” list have already resulted in noticeable system improvements.


The following links display selected data from two of the four quarterly reports presented to SEMCA by Richmond Analytica.  In the near future, SEMCA will post the SPSS-generated outputs and accompanying narratives from each of the quarterly reports.
