What We Offer SEMCA offers the communities of Monroe and Wayne Counties (excluding the city of Detroit) a variety of services to prepare youth and unskilled adults for entry into the labor force. SEMCA helps individuals who are disadvantaged or who face serious barriers to employment obtain the training necessary to find and keep a job.

These programs include:

• Adult Programs, including classroom training, on-the-job training, remedial education, job search assistance and supportive services.
• Year-Round Youth Programs, including the same services offered in adult programs, as well as alternative high school services, school to work transition, pre-employment and work maturity skills training and support services.
• Summer Youth Employment and Training Programs, providing job opportunities, work experience and remedial education to disadvantaged youth during the summer months.
• State Education Coordination Grants, funding literacy training, dropout prevention, programs for hard-to-serve adults and dropouts, as well as programs to promote life-long learning and place women in non-traditional employment. These funds are administered by the Michigan Department of Education.
• Programs for Older Workers, offering specialized training for individuals who are 55 and over.
• Training Programs and Readjustment Services for Dislocated Workers, including rapid response, skill training and basic readjustment services.
• Veterans Programs, providing special assistance to Veterans for employment assistance and related services.
• Federally-Administered Programs, including Job Corps and programs focusing on special groups (i.e., Veterans, Native Americans and Migrant Workers).
• Work First, providing job search assistance and training to Aid to Families with Dependent Children (AFDC) clients referred by the Family Independence Agency.
• Welfare-To-Work Programs, providing intensive employment services to individuals who have been on public assistance for 30+ weeks or have other service barriers to employment.
• Non-Custodial Parent Program, giving job search assistance to non-custodial parents who are seriously delinquent in child support payments due to unemployment.
  
• Displaced Homemaker Program, assists homemakers who are suddenly deprived of income support due to death or divorce of a spouse in obtaining employment and training towards a new career.
• Correction Program, provides job search assistance to paroled felons upon release from prision.
• Workforce Investment Act (WIA) Youth Program providing assistance to young people so that they stay in school and earn their diploma. The WIA Youth Program also services Out-of- School youth to obtain a GED and the skills necessary for the workplace. Youth are then assisted in finding gainful employment.

NOTE: English As A Second Language (ESL) Services are available through special providers, One-Call and most One Stop Centers.
