Workforce Development Services
SEMCA is one of 25 Michigan Works! Agencies designed by the state to simplify public and business access to educational training, self-help and economic development opportunities.
228,231 individuals were served by SEMCA Michigan Works! service centers in 2008 alone. Through a statewide network of over 100 Michigan Works! Service Centers, employers’ recruited qualified candidates and job seekers found fulfilling careers.
SEMCA oversees seven Michigan Works! service centers throughout Wayne and Monroe counties. These service centers connect individuals and businesses with the services they need quickly and efficiently.

Substance Abuse Treatment Services
SEMCA is a coordinating agency designated by the Michigan Department of Community Health to administer federal and state substance abuse treatment and prevention programs.
SEMCA provides funding for substance abuse services to residents in Monroe and Wayne counties. In addition, SEMCA services the following Detroit zip codes: 48203, 48211, & 48212. SEMCA funds a full range of treatment services to the uninsured and underinsured populations. They are as follows:
Screening, Assessment, Referral and Follow-up (24 hours/7 days a week)
Outpatient Treatment (Individual, Family and Group Treatment)
Intensive Outpatient Treatment (Adult and Adolescent)
Women’s Intensive Outpatient Treatment
Intensive Outpatient with Domiciliary Care
Detoxification programs (sub-acute) (alcohol dependent, opiate dependent & sedative/hypnotic dependent)
Case Management Programs

How do you access substance abuse services through SEMCA?
The client must call our Access Management System (AMS) department and complete an oral screening that will take approximately 15 minutes. The number is 1-800-686-6543. SEMCA’s providers utilize criteria from the American Society of Addiction Medicine to determine what level of care/program is recommended for the client.
All clients have a choice in selecting a provider that is in SEMCA’s network panel that meets their needs and criteria. All clients receive medically necessary services. These clients will be issued an authorization for services once they have been approved for treatment. All clients are offered an appointment with the appropriate program and level of care identified.
