Statement of Work for Implementation of local Strategic and Operational Plan
Phase 1: Community Outreach - Marketing the Comprehensive Strategic Plan
In order to achieve the stated goals and objectives within the allotted timeframe, the first phase of SEMCA’s comprehensive plan implementation is to launch an outreach campaign in order to articulate the vision of the plan as well as to gain support from identified institutions and strategic assets. This will be accomplished by engaging in the following:
Press releases to various local publications including newspapers within the SEMCA region, Crain's Detroit Business, Chamber of Commerce publications, and others.
Presentations made by SEMCA Workforce Board and EAG members, so that key constituencies can understand the aims of the plan with respect to their institutions and agencies.
Posting the Comprehensive Strategic Plan Executive Summary on the SEMCA website as well as posting updates as to the plan's progress.
Design and mail a postcard that announces that the posted Executive Summary on SEMCA’s website.
Attend networking and information sharing functions hosted by local Chambers of Commerce and other business groups in order to communicate the plan’s objectives.
Present the Executive Summary to all superintendents and community college presidents at their regularly scheduled meetings.
Make presentation at the Downriver Fall Leadership Conference and other appropriate regional forums.
Attend various Parent-Teacher Organization and school board meetings to articulate the plan.
Create informational inserts for SEMCA marketing materials.
Prepare easily disseminated electronic or video presentations of the plan that can be widely distributed to community leaders.
The underlying goal of these and other outreach activities is to make the SEMCA Comprehensive Strategic Plan an essential resource and guideline for community activities. Phase 2: Addressing Stated Goals and Objectives
Goal 1:
Diminish the gap between K-14 education output and industry needs by 20% by 2004.
Establish a baseline of the current gap between industry needs and education output.
SEMCA will commission a study by a qualified research entity that establishes the baseline in industry-education gap in the SEMCA region.
SEMCA will serve as a facilitator of communication between educators and industry so that education provides necessary skills training. Likewise, industry must provide information as to current and future skills needed for workers and the projected demand for particular skill sets.
SEMCA will sponsor forums that bring together business and education in order to establish a dialogue and set an agenda.
SEMCA is leading a coalition of MWAs to apply for H-1B funding. This project features a unique collaboration between local technical sectors and local educational institutions.
By merging PAL funds with other funding opportunities, SEMCA will continue its role in bringing together Ford Motor Company and local educational entities that have designed Ford Dealership-specific training curricula.
Increase the access of information technology resources to students and teachers in the SEMCA region.
SEMCA will collaborate with the ISDs and Tech Centers to sponsor activities that focus on introducing technology to teachers and students.
SEMCA will encourage its provider network to provide community access to SEMCA-funded computer labs after hours.
Increase Career Pathways implementation within schools by 5% each year, for the next three years (establish baseline).
SEMCA will work with the ISDs and school districts to establish a Career Pathways utilization baseline.
SEMCA will create innovative methods of marketing the Career Pathways program to students and parents.
SEMCA will work with ISDs and school districts on alternative ways of implementing Career Pathways.
Goal 2:
Improve Work Keys levels and employability skill levels for all adult workers tested by one level by 2004.
Establish a baseline that determines an aggregate current level of Work Keys and employability skills, as well as the current and future deficiency in skill sets.
SEMCA will commission a study by a qualified researcher to establish a baseline that determines Work Keys levels and relates them to employability and skill deficiencies.
SEMCA will distribute the findings to ISDs, community colleges, One Stop Centers, career-training institutions, employers and other concerned parties.
Increase the number of adults enrolling in and successfully completing programs that improve basic adult education skills (GED, HS completion) and employability skills (Work Keys).
SEMCA will establish a baseline of the success of basic adult education programs within the SEMCA region.
SEMCA will work closely with PAL providers to ensure that stated goals are met or exceeded.
Using its provider network, SEMCA will market the completion of basic adult education as a necessary first step toward self-sufficiency.
