This toolkit represents work done by The Early Childhood Partnership Initiative (TECPI)
over a two year time period, to expand full-day options for Head Start eligible children. The Skillman Foundation of Detroit, Michigan funded the work in a grant to The Southeast Michigan Community Alliance (SEMCA). SEMCA worked in partnership with Wayne County Head Start (local grantee), The Guidance Center (delegate agency), and The Child Care Coordinating Council (4C) of Detroit/Wayne Co. (resource and referral agency) to create a model for putting Head Start services directly into community-based child care centers.
