The Welfare to Work program creates additional job opportunities for the hardest to employ Temporary Assistance for Needy Families (TANF) recipients. Program Participants: Long Term (TANF) recipients possesing additional employment barriers including a specified combination of:

• Lack of high school diploma or GED
• Low math and/or reading scores
• Requiring substance abuse treatment for employment
• Poor work history
• Characteristics associated with, or predictive of, long term welfare dependence

Program Components:

• Program entry through Work First
• All Work First components
• Employment activities
• Work experience, On-the-Job Training (OJT)
• Job creation via public or private sector wage subsidy
• Other support services

Program Partner:

• Family Independence Agency (TANF)
